Introduction of the Guest Speaker
by Emeritus Philippine Consul General Edwin Bael


Julie Hill, our guest judge tonight fares from Greece, a country that for so many is considered a cradle of civilization, of culture and the arts. But what justifies Julie to be a judge tonight in a Filipino contest ?

Aside from being herself a former executive of a major American corporation and a published author of two books of essays, tales and reminiscences, Julie is a friend of our country where she lived for six years, and continues to be a frequent traveler. Philippines is for her a second home; she travelled extensively from the northern city of Laoag to the remote island of Sibutu, the farthest island of the Sulu archipelago.

With her husband, the late Arthur Hill, she lived in our country during the tumultuous years of the Marcos administration. As the head of the Ford Foundation, Arthur Hill was responsible for numerous grants to a number of Filipino institutions and was honored by then President Lopez of UP with an honorary doctorate ‘for his scholarly discernment and deep understanding not only of the needs of the Faculty and students of the U of the P but also the high purposes of the Foundation.” Somehow Julie’s association with the Philippines extends also to the University we are gathered here to celebrate.

Julie is not just a consumer of culture and the arts, Culture and the arts have consumed her . She has integrated the beauty of Filipino culture in her lovely home with a collection of Philippine paintings, sculptures , religious artifacts, indigenous jewelry, in addition to an extensive collection of Philippine’s writers books …all these treasures to be returned some day back to our country

Some of the treasures she owns have been specially commissioned by leading Filipino artists, they remain treasures secret to all but her friends. An advocate of Philippine culture, a champion of many artists , Julie has the discerning eye and a world experience and exposure to serve as Judge & Speaker tonight in our endeavor.

Introduction of the Dance & Costume Contests Panel of Judges
by Betty Bael, Event Organizer

1. Ms. Julie Hill - Guest Speaker & Contests Judge

Physicist, author, world traveler, corporate executive, and most of all, a Filipino by heart. (see also introduction above)

2. Hon. Judge Rafael A. Arreola, San Diego Superior Court Judge (Ret.)

Judge Rafael A. Arreola received his Doctor of Jurisprudence Degree from Stanford University Law School, a Masters Degree and a Bachelors degree in Civil Engineering from UC Berkeley. He was born in Catarina, Jalisco, Mexico and raised in Riverside, California. Judge Arreola has a long history of assisting others and making an effort to improve the community in which he lives. He currently serves as an Assigned Judge of the Superior Court of California - County of San Diego, and as a nonprofit developer of low-income housing for seniors, the disabled and the homeless, as well as a developer of low cost sewage treatment facilities. Judge Arreola established a scholarship fund at The San Diego Foundation and currently serves as a Board Member, Co-Chair of the Gangs Initiative Committee and a member of the Foundation’s Executive Committee.

3. Atty. Estela Arreola - Contests Judge

Estela Aguilar, wife of Judge Arreola, was born in Chihuahua, Mexico. She is an attorney in Mexico and most recently was the Chief attorney for a Federal Appeals Court in Tijuana, Mexico. She was also a Folklorico dancer for approximately five years in Chihuahua, Mexico.

4. Dr. Juanita Santos Nacu - Contests Judge

Immediate past President of UPAASD, Dr. Nacu is a U.P. College of Nursing graduate. A holder of a Doctorate degree in Education, Leadership Studies from the Univ. of San Diego. Author, community leader, & exponent of the promotion of Filipino language in American education. The 1st Filipino American to receive the award out of thousands of alumni to choose from: "University of San Diego 2006 Author E. Hughes Outstanding Career Achievement Award for School of Leadership and Education Sciences".

5. Atty. Edwin Bael - Contests Judge

Emeritus Philippine Consul General (Career Diplomat) & Consultant of the ASK Law Immigration Law Office in SD. Masters in Public Administration, U.P. College of Pub. Ad; Masters in National Security Administration, National Defense College of the Philippines; Lifetime Member of the Integrated Bar of the Philippines. He is a Board Member of the New Americans Immigration Museum & Learning Center; Advisory Council Member of the Charles Hostler Institute on World Affairs of SDSU; Knight Commander, Order of the Knights of Rizal.
